Background
The Africa Social Accountability Action Forum (ASAAF) is an initiative managed by the Municipal Development Partnership for eastern and Southern Africa (MDP-ESA) and funded by the Social Development Department (SDV) of the World Bank. The overall objective of ASAAF is to enhance governance and accountability mechanisms by means of empowering citizens, particularly the poor, to actively participate in the formulation, execution and evaluation of public policies and budgets. Participatory Budgeting
Since 1998, Municipal Development Partnership for Eastern and Southern Africa (MDP-ESA) and the World Bank Institute (WBI) have worked together on raising awareness and exchange of information on participatory budgeting. In Africa, a network of institutions has been established to support the initiative. These include: ANUMI (Abidjan), IAGU (Dakar), LGFC (Kampala), and Ilala Municipal Council in Tanzania. More>>>
Social Accountability
This section contains 28 templates of various social accountability initiatives being undertaken by civil society actors from 10 African countries which resulted from a stocktaking exercise that was jointly carried out in 2004 by the World Bank Institute's Community Empowerment and Social Inclusion Learning Program (CESI), the World Bank's Social Development Department (SDV), and the Municipal Development Partnership for Eastern and Southern Africa (MDPESA). Since its introduction in Brazil, Participatory Budgeting (PB) has been one of the most recognized innovations from developing countries in promoting citizen demand for good governance. It has since been embraced by many other countries in Latin America, North America, Europe, Asia, and more recently Africa. Underlying this success is the recognition that PB is an effective policy instrument for responsive governance, offering a platform for citizens to learn about public expenditure management, voice their preferences in budget planning, scrutinize procurement and monitor the delivery of services and infrastructure. >> More

The 7 th Global Forum on Reinventing Government,
organized by the United Nations with the support of the Government of Austria and the Institutional Partners Group (IPG), brought together ministers, senior government officials, mayors, civil society organizations, and representatives from the private sector, academia and international organizations to exchange good practices, innovations, and strategies that improve governance and build trust in government. During the Forum, distinguished speakers and panelists presented their experiences and perspectives during seven plenary sessions and seven capacity development workshops. Six special meetings of parliamentarians, mayors, directors of public administration institutes, election commissioners, and public administration networks were further held the day prior to the Forum. In preparation, eight Regional Forums on Reinventing Government were also held from January 2006 to May 2007, the conclusions and recommendations of which were presented in the 7 th Global Forum. >> More Information

Local Governance and Development Journal
The Aim of the Local Governance and Development Journal is to serve as a forum for exchange of ideas, opinions and research findings so as to promote and enhance participatory governance for social accountability.
In line with the practice in the field of local governance and development, the journal is multi-disciplinary in nature and seeks to promote the interchange of ideas amongst practitioners, researchers and academics in the region. The journal is both a medium and forum of knowledge exchange on issues and opportunities in the development and management of urban and rural local government in Africa.
The journal will be produced bi-annually, in June and December. It will have sections on scholarly articles, country reports and opinions, book reviews and recent publications.
