Editor’s Note
This issue of the bulletin devotes itself to updating our
readers and other stakeholders on key activities and developments undertaken
by the Municipal Development Partnership for Eastern and Southern Africa
during the first quarter of 2007. It covers issues related to participatory
budgeting and other cross cutting issues such as Knowledge Management,
HIV/AIDS and Gender mainstreaming in local Governments. Another issue on
Urban Agriculture and related urban development issues covering the same
period is being distributed separately.
It is gratifying to note that during the first quarter of
2007, MDP-ESA has undertaken a lot of activities in its bid to support
Participatory Budgeting in Africa. We are happy to report that a module on
Participatory Governance and Social Accountability has been completed under
the Africa Local Government Action Forum (ALGAF) The Module which had three
topics ran from February to the end of March 2007.
MDP-ESA has also successfully implemented a three day
Regional Workshop on Participatory Budgeting in Africa from the 6th
– 8th March 2007. This workshop has enabled MDP-ESA to come up
with an action plan and to identify municipalities for piloting
participatory budgeting in Africa.
During the months of May and April 2007 MDP-ESA will start
piloting participatory budgeting in Ruwa, Zimbabwe; Dondo, Mozambique; Kabwe,
Zambia; Thika, Kenya; Nansana, Uganda; and Dodoma in Tanzania. Another
Africa-wide regional seminar on Participatory Budgeting is scheduled to take
place in August 2007.
Two other workshops on Knowledge Management and Gender & HIV
AIDS have also been successfully implemented by MDP-ESA with financial
support from the Federation of Canadian Municipalities (FCM) during the last
week of March 2007.
