Another
initiative in Ruwa which reflects Public - Private Partnerships is a
market stall for vegetable vendors (above) which was constructed by a
local business man under the Build Operate and Transfer (BOT)
arrangement with the Council. The Business Man collects user fees from
vegetable vendors in order to recoup the funds he used to construct the
stalls. However after a certain time the business man will transfer the
responsibility to the council. |

Services
delivery in Ruwa has improved through Public – Private Partnerships
mainly because the council involves all key stakeholders (the private
sector – the residents) in the planning and budgetary process. The
system is transparent to the extent that all key stakeholders do
understand the financial limitations problems faced by the council and
they also know the benefits which accrue from direct participation the
decision making and project implementation process. |
