Social Accountability
This section contains 28 templates of various social accountability initiatives being undertaken by civil society actors from 10 African countries which resulted from a stocktaking exercise that was jointly carried out in 2004 by the World Bank Institute's Community Empowerment and Social Inclusion Learning Program (CESI), the World Bank's Social Development Department (SDV), and the Municipal Development Partnership for Eastern and Southern Africa (MDPESA). The stocktaking exercise focused on three different stages in the public management cycle viz independent budget analysis (1BA), participatory public expenditure tracking (BPET), and participatory performance monitoring (PPM). A stocktaking in the fourth area of budget management--participatory budgeting (PB)--had already been completed, using a similar methodology.
