Major Current Activities The work of the BIS is aimed at building the capacity of civil society and the legislatures to engage with the budget through the provision of critical analysis and the timely dissemination of accessible information materials.  Besides consolidating its new management structure BIS' works expanded both internationally and in terms of consulting and taxation work.  International highlights include the launch of the Budget Transparency Campaign in Nairobi.  Other activities include:
  • AIDS Project - Research project on the funding of HIV/AIDS in South Africa with Fundar, Mexico and supported by SIDA, Sweden.
  • CBU - The Children Budget Unit is interpreting the budget implications of the bill of rights on children.  CBU is also undergoing studies on disabled children's budget, children & HIV/AIDS, and child participation.
  • BTS - The Budget Training Squad provides extensive training to parliamentary researchers, community groups, and land NGOs.
  • ABP - The Africa Budget Project has expanded its network and launched an exchange program for ABP partners.
  • PFAP - The Provincial Fiscal Analysis Project runs workshops for provincial legislators and researchers.

Areas of Expertise

(CEGAA) undertakes economic and budget analysis, expenditure tracking, training, and advocacy to document and help address the fiscal and administrative challenges many African countries face in their fight against HIV/AIDS.  CEGAA conducts research on fundamental questions such as whether HIV/AIDS funds (from all sources) are being spent on the right things and in the most efficient way possible, whether the funds are being transferred and spent fully, and whether expenditures are achieving their intended goals. 

Major Current Activities
  • Analysis of the economic capacity of national governments to effectively absorb HIV/AIDS funds, the efficiency of spending of such funds, and the factors contributing to or limiting such spending.
  • Analysis of the effects of international and national macroeconomic polices, conditionalities imposed by international financial institutions, national monetary and fiscal policies, and financial systems on the ability of African countries to respond to HIV/AIDS.
  • Support efforts by the executive branch, civil society, and parliament to monitor the effectiveness of HIV/AIDS spending and to advocate for increased accountability, transparency, and improved budgetary processes and execution.

Areas of Expertise Based at Rhodes University in Grahamstown since 1999, PSAM is a non-profit independent monitoring unit that works to build African institutions and ensure government accountability to socio-economic rights and the effective use of public resources. 

PSAM focuses on the provincial government administration of South Africa 's Eastern Cape province and gathers information on the management of public resources and the handling of misconduct and corruption cases by government departments.  This information is collected and published to give members of parliament, civil society organisations and ordinary citizens the necessary tools to hold government ministers and public officials accountable for their performance.
Major Current Activities
  • Case Monitoring Project - Tracks reported cases of public sector misconduct, maladministration and corruption in the Eastern Cape , and the corrective action taken in response to these cases.   Out of 409 cases reported since 1996 only 22 have been resolved.
  • Performance Monitoring Project - Monitors budget allocations, strategic plans, problems in the implementation of these plans, and whether the services delivered provide value for money.
  • Public Official Survey - Survey of Eastern Cape officials' experiences and perceptions of corruption in 2001.
