UDN is an advocacy and lobbying coalition of NGOs, institutions, and individuals formed in 1996 to campaign for debt relief.  Although UDN started by advocating on debt relief, it helps the poor and marginalized people in the country. UDN is a leading policy analysis and advocacy civil society organization in Uganda involved in monitoring and evaluation of the quality and delivery of public social services, analysis of budget policies and their relevance to the poverty situation, good governance, and anti-corruption campaigns. UDN is also involved in policy analysis at the macro-level and socio-economic research at the sectoral level.

Through its Budget Advocacy Initiative (BAI) launched in 1999, UDN advocates for pro-poor budget policies and the promotion of a more participatory civil society that can influence budget policy processes at all levels.  The BAI has led to the formation of budget monitoring structures at local levels, involving grassroots communities in monitoring and evaluation; dissemination of budget information; advocacy on pro-poor budgeting; and building civil society budget coalitions.

• Strengthening collaboration between civil society and the Ministry of Finance through a newly formed joint committee to produce simple booklets describing different policies so that civil society groups can use them for training of communities.
• Spearheading the formation of an Inter-ministerial Communication Committee for adequate dissemination of policy information by all government ministries.
